Technical Heater problems ?

Hi all, my 899 sei has a heater problem, it only just gets warm.
The fluid is well topped up and bled so no air in matrix etc.
Its not the head gasket for sure.
Is there a valve which controls the water flow to heater, if so how do I get to it ?

I dont want to soud patronising, but the controls are obviously set to warm towards the occupants rather than to the windows etc?

Also is the control set to re-circulate the air, so you bring outside air in?

No everything set up correctly.
I am sure that hot water is not flowing through raditor, do you know if there is a water valve ?
