Technical Heater fan fuse and relay

2007 2.3 130 mjet under a motorhome
Heater fan wasn't working (had it a month) and after some head scratching and scraped knuckles found that the fuse (FS08 I think) was completely absent and the relay needed replacing.

Any ideas why someone would do that?

I'm thinking maybe they took it to replace another but never replaced that one but why would the relay go?

Just wondered if anyone else had come across it.

It has been known for the relay contacts to burn and the relay fail.
