I eventually managed to get a full diagnostic on the Panda with the Speedo working but Odo standing.
Both rear wheel speed sensors read "signal missing permanent" (code C1046 and code C1051)
The co incidence is just to great ... I suspect faulty rear wheel harness or plug somewhere. Is a wiring diagram available (Physical wires) to use for continuity test ?
How can one test the speed sensors ? I bought the car with this problem .. are there different wheel bearings (with and without signal activators) for ABS and not.

Not sure which panda you have..

My ABS experience is limited..as my panda is ABS free

Punto uses a special bearing instead of a rotor..your car MAY have similar ..use ePER to see the different set.ups

I found the bearing so expensive I bought used hubs..

Where are you based..?
Might be worth checking connections..then doing a relearn

On the multimeter test ? do you unplug the sensor and read between the wires while turning the wheel ? does the sensor and magnet generate the voltage or do you have to be tapped into CPU and then sensor only switch supply voltage on and off ?
 
Find the connector on the sensorloom, Unplug it and measure between the outside and the inner cable while turning the wheel.
I once taped wires to my sensors with the DMM in the cabin and went for a drive.
That's how I found out there was no ABSring on my rightfront hub... And why the previous owner had the wiring for the warninglight connected to the oilpressure warninglight.
Installed a new hub and suddenly I had an uncle called Robert.:D
This was on my '82 MB Sclass, but not much has changed since in the world of ABS.

You can scope the wheel speeds sensors with a mulitmeter to get a rough idea if there's a signal.

They should generate a small eletrical pulse as the magnet passes the sensor, a quick search of Google on the subject should throw up lots of help.

I don't believe in coincidence either, I think the problem might be the pump/ABS ECU as those codes are pump solenoid codes.

That could well be right, though I see it's not read via Multiecuscan.

Some codes are generic and are used on all modern cars.
It seems they all start P0 (powertrain) B0 (body control), C0 (chassis). U0 (network).

Some codes are model/make specific and quite often mean one thing for one model and something different for another, if the tool used to lift these codes was programmed to believe these codes were the rear wheel speed sensors, that's what it'd tell you, but the codes themselves could mean something else.

Model/Make specific ones I'm lead to believe start with P1, B1, C1, U1

So you have model/make specific chassis codes and a Generic Delphi tool telling you it's rear wheel speed sensors!

If it is correct and both rears signals are missing, why the odo issue?
I thought that picked up the signal from one of the fronts, the front left in fact.

Also why no generic wheel speed sensor codes? (like C0215 and C0220)
You'd have thought they would flagged.
