Technical Fitting heat shield washers

Is there a good way of fitting heat shield washers? I'm presuming they go up from the floor onto the car like the one pictured on the right?

But then there's barely any thread left on the screws currently on this car, so i hammer it flat? Or push with a screwdriver? I can't put a new screw on these as there is a screw that is rusted in place on the car. What do you suggest, currently the washers are mostly falling off.

Yes like the right hand one.
Push on using a socket.
