General EOBD Warning Light

Whilst driving today (Panda 04 1.2 Dynamic) the EOBD warning light came on and the coolant temperature guage stopped moving.

If I turn off the ignition and put the key to position MAR, the temperature guage rises. If I then start the car, it drops away and the EOBD light stays lit.

Any ideas what the issue would be or is it only possible to tell by reading the ECU?

Edit: I should have said the car is starting fine.

Like you've said you need to plug the car in

if the car is running fine it could be the temperature sender gauge giving false readings

An update: the problem never resurfaced, but I went ahead and purchased the following ELM327 bluetooth adapter (Mini ELM327 V1.5 Bluetooth Wireless OBD-II OBD2 Auto Car Diagnostic Scan Tool: Amazon.co.uk: Car & Motorbike) and Torque Pro for Android.

It connected without a fuss and the error code was the following (P0115):

I have no idea, but I hope it was a one off due to the very cold day?
