If so then I agree - either fix it or remove it
If yours is faulty then I'd say it's certainly better to block it than to carry on using a defective EGR system.
But, if the money's available for a refurbished or brand new unit then why not fit it and effectively see an end to the problem.
There really are few reports of people coming back and moaning about the same problems after it's been changed (a least in Stilo section) which suggests to me that the remaining soot within the manifold is not a massive issue. I'm sure my manifold is full of soot but it still runs great
The biggest issues seem to come from attempting to only clean it which then provides just a brief respite
