You end up following other people's rear fogs, as you said before. Providing they are clever enough to have them on, most people are stupid and have front fogs only on!

The answer is no, BTW, though it is preferable to try and avoid the situation in the first place.Is it mandatory [for] you pull over if you cause one to slow down somewhat harsh[ly], but otherwise no damage [is] caused?
The blunt answer is no. You only have to stop when there has been a collision, although if you have pulled out in front of another vehicle and caused it to brake, then an apolgetic wave can't do any harm. If you are unfortunate enough to find yourself alongside the other driver at the next set of lights and he carries on a bit of a tirade, then why not agree with him and apologise.
