drivers door mirror wont adjust high enough for good vision can it be adjusted by removing the back cover and move it manually new owner.

No it can't.

May I suggest lowering your seat.

I would be tempted to stand outside the car with the door shut ,
and see if you can push the top strip of the mirror forwards ( sometimes the "control cables" will NOT allow full adjustment),
then once in the correct range for you, minor adjustments should still be possible from the inboard controls,
