Styling Covering up rust / scratches?

Theres a brown mark on the hood of my 01 fiat punto the size of a fingernail

It's silver. I'm not sure I can just paint over the rust?

Anyone able to give me advice/guidance? Perhaps just one of those ink pen things?

Rust eats through the new paint over the top

Or the paint dont stick 1 of the 2

My advice - remvoe rust - treat rust - smooth - primer - smooth - colour - lacquer

Depends on the quality of job you want. If you just want it to look ok, passable, a touch up pen would be alright. But as said above, remove the rust first. Some of the pens have a wire brush one end for this purpose.

A better (longer) job would be as ziggy says
