Headlight washers with standard halogen lights? Are they standard for all Scandinavian countries?

In the UK, they only fit washers if the car has original HID Xenon headlights.

I think they're included in a "winter package" with heated seats, mirrors and such. At least all Stilo's I've seen here has washers.
