Technical ABS and Brake light is on...help

I have an old Fiat Grande punto 2006, 1.4 engine. A month ago the abs and brake lights came on once in a while and went off again after a while.

But now they both light up constantly. my mechanic says it has Fault C1115...abs solenoid not getting enough power.

He has replaced the Abs pump block with a used abs block, but there is still the same problem. he still thinks it's an abs block problem with..
he thinks electric in the car is fine..

what do you think the problem could be??

I find that on Fiats it's so often connections and/or wiring problems rather than the units themselves. Good in that it's cheapish to repair yourself but bad in that it's as frustrating as anything in terms of time taken. Good luck, looks like a "fun" job!
