Bizarrely exactly the same thing has happened to my 100hp recently! Never done it before. I'll be very interested to see what the answer is.
If it's on auto, it probably waits till the coolant is >40 degrees.

Test by selecting a lower temperature. If it takes less time to spin the fan up then it's behaving normally.
I think it is trying to maintain the selected temperature but with no "hot" available it does not respond by adding more "cold".
As soon as there is some heat to add, it uses it.
The demist button seems to override the temperature selection to clear the screen, but cuts the fan back after a short while in auto mode.

It's a (very) annoying design feature probably to speed up engine warm-up. In the meantime the windows are fogging up. Manually turn up the fan speed or live with it.

A guess - but is it possible later models have the heater fan speed control locked out below 40C so the engine warms more quickly?

This is pretty common in other cars as well, the fan speed gradually increases in line with engine temperature. My fiesta does this also. If you need to clear the windows just override it and make sure A/C is on and then revert back to auto. Obviously the A/C will only work above a certain temperature usually 5-7 degrees.

I haven't proved this with the Panda but on full demist setting, most cars will run the aircon to dry the air which is then heated before blowing onto the screen.
That's how it worked on my Stilo. Dutchspec '06 100HP's do not have climate control, but manual AC.

And I think a whole lot better for it. The auto temperature control is a solution looking for a problem. IMO.
Never had any problems with my 2 (3 including my daughters) Stilo's with climate control. I miss it a lot. Now I'm always fumbeling with all the controls. A little warmer, a little colder, AC on/off, Ventilator higher/lower...

Each to their own but we have a 1.2 Dynamic with aircon and the 100HP. The HP "steams up" more often, especially when engine is cold, and the kids complain its not warn enough in the back. I usually have it set to 24 degrees but on long runs (or when the weather improves) have to joggle it down. The 1.2 is simple to use and does the job just fine. Above all, it's reliable with no nasty flap failures lurking away.
On balance I don't think "climate" in the Panda offers enough benefit to offset the disadvantages and would be quite happy with the manual controls of the 1.2.

Absolutely right. The fan wont start till the thing can blow warm air. In freezing weather this stops it blowing -5 degree air onto you at startup. It has little bad effect unless you sit in the car breathing steam before starting off. Open a window a crack to avoid premature misting. I never had any issues with it. I hate cold blasts on frosty mornings anyway.
