Before I get the Dremell out, is there an easier less destructive way of undoing this type of hose clamp? They're on the turbocharger oil drain hose of an 8140.47R Ducato/Iveco. You have a choice of 2 bad photos ...

I've lost count on how many times this question is asked about these. First of all, purchase a quality worm drive clip. To remove the clip use a screw driver or snips & cut the offending object off & discard. Use the clip that you purchased instead of.
 
My mention of a Dremel might have indicated what Plan B was.

Cutting old clamps off invariably entails some risk to the hose, and the hose in question here is the turbo drain. Not only does my local Fiat main agent inform me that they're no longer sold, but I'm having trouble sourcing a high-temperature oil-resistant alternative. Normal silicon won't do, and many of the oil-resistant alternatives on the market aren't up to handling a constant flow of oil.

This is why I've said to go the screw driver route, get it under the offending clip so you can use snips, sometimes the screw driver alone is just needed.
 
Most of these Fiat/other make hose clamps have the basic "cable tie" type mechanism which is pulled up snug/tight. There is then that "C" shaped clip that is crimped in to pull the whole band into a tight/final status.

The "C" clips/clamps can vary but (unless it is a tool releasable clip) then you are left with two options.

1) use a pointed bradawl implement to enter the "C" centre and then gently twist and prise apart the clip. Just do it carefully so as to not damage to hose

2) use a small hacksaw / Dremel type cutting tool to cut the back of the "C" clamp
