i have new fiat panda 2015 1.2 69hp 1242cc engine when i test max engine rpm by pressig gas pedal to max limit i found it 3500rpm max but in catalogue says its 5500 rpm is there proplem or something wrong.

2- max speed with 5th gear and 3000rpm its 110km/h i can't reach top speed as catalogue says 164kmh

can any body help here ?

The 69hp engine uses variable valve timing. Might be worth checking that is working as it should.

Rather than rev it light - will it red line in third gear?

Variator engines will usually rev even when the variator isn't working but you lose that power boost at the top end.

If it revs out in third but not in 5th, you might have a molly-coddled** engine that's too tight to rev properly. If so, you'll need to do some hard driving and lots of good long motorway runs that properly work the engine. It will free off and be a whole lot nicer to use.
