My step-dad cards been rejected on Paypal and he's bought something from Germany and it needs paying asap, cos he pressed buy now days ago.

Can you use someone elses (Paypal) account to pay even though they arn't in the same name?

yes, just email the seller telling them what you're doing, and go through ebay and click pay now, then when your redirected to paypal log in as the other person and pay that way

you can log in to paypal from any account and choose to pay for an ebay item, just enter the item number and it does the rest for you.

in most cases the seller will only post to that paypal account's confirmed address, unless you agree otherwise.
