my friend got caught doing 36 in a 30 on the A134 just inside suffolk at the essex end by a van at side of road. today she got the fine through and its from Norfolk constabulary, Norfolk is 30 miles away is the fine legal?

As far as I'm aware there are no cross jurisdictional boarders in the UK. That's why for example you can get a ticket for speed in Glasgow if you live in London. When a Police chase crosses into a different county the home county are usually given the lead due to their superior local knowledge and pool or resources.
