Technical wobbly bolts?!?

Was just wonderin if these wobbly bolts are a safe way of fitting wheels.Was talkin to a mechanic and he said that they sound bad and can be dangerous.Would really appreciate any info.

there fine as long as you have corect center bore, hundreds of us use them
