Wiper Problem

My front wiper seems only to work at full speed.
When the stalt is put to intermittant or normal speed, there is nothing, its only when its put onto full speed it works. does anyone know how to remedy, or if theres a relay anywhere. Its a bravo 2000x hgt

The relay is under the plastic cowers in front of the windscren near the motor
