The regulator's motor stopped and the window is almost completely closed
The gear is probably worm so how can i lower it, or should i cut the wire?

I had them with a faulty drivers side switch which stopped the passenger side and to put the glass where I wanted it I undid the two screws that held the armature body of the window motor and carefully slide it off so as not to damage the brush gear and turned the armature to wind the glass by hand.
Basically don't damage the window regulator and motor if the fault may be electrical.
Even if the fault is at the motor generally they don't run long enough ever to wear the brushes out, so often a bit of oil and freeing off works.
Incidentally I always oil the window channels the glass slides in as if it james it it can damage the motor.
However as I said at the beginning check the power is actually getting to the motor, it can be a fuse or the computer but I have had several where it is just a dodgy switch.On many cars the motor is bi directional with only two wires to the motor and the switch via the computer changes + to - and vise a versa - to + to give up or down.
