Technical Wheel Arch Sponge?

hey, im in the processes of removing my front bumper, when i took the wheel liners off,on the drivers side a plastic bag with a trianangular sponge init fell out, it scared the crap out of me, after looking in the left side i notice the same thing tuked up inside the wing, what are these for? because my driverside one isn't stuk up in there anymore and the bag is ripped open? do i need them in there?

If the bags ripped the drugs have been lost keep looking for other bags but dont tell the police

lol, disapointingly they arn't drugs lol, yeh they could be sound proofing or sumthing to collect water, o well lol, they aint una be there any more lol
