yup,but as long as you dont break any laws doing it
eg i can set a rule to not allow people under 16 entry,although stopping them because they are (insert race/colour etc) is a different matter
when i worked up north the council passed a bylaw you couldnt buy food or drink at the petrol station after 8pm to stop kids buying

Unusual to say the least.
