Technical what does this cable tie do

I am in the process of replacing my inner and outer cv boots, on my gen 2 ducato, as they were worn / leaking.

On this inner joint, as well as the usual metal clip holding the boot on (which i have removed) there was also this cable tie with two support circles (you can just about see where they were positioned).
I can't work out why it is there and whether (now that i have cut it off) i need to replace it when i have got the new boots on?

Surely it just secures the outer end of the CV boot. Original factory fit would be a steel band. Replacement boots often held on with these as they are cheap easy and mostly work OK.
