are you sure its not something to do with the proxy caching it and then sending it in a chunk (thus fooling the speedtest client of a faster rate). This will be even more previlent if its a 'transparent' proxy. I had a similar effect when we were using Squid I got circa 60mbit on the speedtest when we had 4mb SDSL.
