Hi, simply wondering if I can buy a panda/500 key fob on eBay - genuine second hand- have a key cut at local car key cutter - can I / sealer programme a used fob for my car- saving money?

Theres no saving money I'm afraid. It is possible but by the time you've done, learnt and paid for everything you'll be out of pocket and very annoyed.
 
The problem is that there are lots of anti-theft measures in there that make it very difficult for casual users to do.
Many thanks. I’ve just bought the car have one key fob and key and want to have a spare because I lose everything. Years ago when I worked from Mercedes in 2005, you could code keys on site easily with a blank fob I thought maybe this was the same.

I've been down this route, researching, and decided Timpson £75 for the non-remote key as a backup was sufficient.

A Fiat car dealer will cut and program you a fob key in 20 minutes like Timpson, but charge you £350!

In reality it only looks easy because they have electronics, software and experience that is only worth gaining unless you're going to do hundreds of keys.

I wouldn't dream of taking any of my cars to a garage to be repaired, but i'm not programming keys (yet anyway).
 
I had one fob only with my '63 plate 4x4. Any "new" to the car fob has to programmed to the Body Control Module (BCM) for my year there were two possible units Marelli and (I think) Bosch but may be mis remembering the brand, you need to know which (up under the glove box on right hand drive). I found an auto electrician that could do the job but is beyond a Timpson! This was a few years ago now so I would anticipate that there are a few more independents out there.

Timpson can clone the fob, but not create a new copy. The clone should work the same as the original.

Then programming to the vehicle

I'll run through some steps as i see them;

1) Buy a second hand key
2) Buy a blank blade and get it cut at a locksmith
3) Get a blank chip
4) Buy MultiECUscan
5) Use MultiECUscan to code the new chip

I might try it one day, but its a lot of bother for a spare key :)

I haven't looked on ebay but it seems logical that someone there will sell a kit comprising an old key, blank chip and blank blade so the steps could reduce to;

1) Buy a spare key "kit", that includes an old key, a blank blade and a blank chip
2) Get the blade cut at a locksmith
3) Buy MultiECUscan
4) Use to MultiECUscan to code the chip and create a new key

Mmmm, i might try it one day, but can well imagine having to send for an auto-electrician to get me out of a fix lol
