Technical Tipo 1.3 D Turbo issue? P2563 error

Can anyone give some pointers to diagnosing what I suspect might be a turbo issue on my son's Tipo 1.3D ?

It's currently driving as if it's in limp mode with severe loss of power. It's struggling to get much over 2000rpm, although it will occasionally get up to around 3500rpm - which makes me think it's not actually in limp mode.

An OBD scanner was reporting error code P2563, which looks to be related to the turbo. The code's been cleared and hasn't immediately returned. No engine management light is currently being displayed, but he's still got the loss of power.

I believe the turo fitted to the euro 6 1.3 are variable geometry type so when driven gently all the time the vanes can shoot up and get sticky
A can of turbo cleaner you spray into the air intake could help free them up a little

Check vacuum pipes/tubes that operate the turbo......
