Its not insanely hard to make a basic one. There's plenty of free layouts online to use which are useful, but you need to know where all the text will go.

I make Emails (marketing ones) for a living (at the moment) and this involves a lot of design work and HTML so have a fairly good idea

How does the law stand on having a bulb out on a car if there are two doing the same thing on the same side. Like Stilo has 4 sidelight bulbs at the front, 2 each side, I've 2 working one side, and 1 the other as 1 has blown.

This do'able by the police?

Same question also I suppose in relation to tail lights, as Vectra's and The 2001-07 Mondeo's have 2/3 bulb tail sidelight set-ups also.
