Technical Starting Issues

Hi All, I'm new here and have a 2008 Doblo 1.3 Cargo, it's developed an intermittent starting problem, it will start 8 times out of 10, then nothing, all lights on the dashboard, but turning the key doesn't even energise the starter solenoid, I've checked all the fuses, cleaned the earth connections to the body and engine, replaced the starter motor and cleaned all the starter motor connections, is there as starter relay, if so does anyone know it's location and possibly the part number, or point me in a different direction?

When it happens can you hear the fuel pump in the tank?
May be unrelated, but daughter had an 06 Fiat Grande Punto1.3 MJ that starter and fuel pump not working.
Under the bonnet in the fuse box was a relay that controlled them, if the main terminals were bridged (use a fusible link) it would run, but not by turning the ignition to starter position. Eventually I traced it to a rotted wire inside it's plastic sheathing a few mm from the ECU on the o/s wing on the Punto, it's job after receiving instruction from the key was to trigger the relay for the starter and fuel pump in tank.
