The location of the pulleys is irrelevant.. you time it by locking the cams and setting the bottom end so that all the pistons are in the middle and level.
Sorry mate, but it is relevant. When the pistons are leveled it is still 50% that it is OK, they meet twice on one rotation of the crank. Hence the tip with the key on the pulley, very useful one if you ask me. But then, I never timed a 16V, so what do I know
