Speedo...Plz help Guys

ok as you know my car is in the garage being fixed and fitted etc...
Scotty (the guy whose doing it) just rang and said because my cars only had standard 15"s on her and because they have put the 17"s on and lowered her, i will need all my speedo doing because it is now all wrong, do i want them to do it or not he said, but he said it can be expensive!
Please help guys, you no me, i dont understand these things? whats it all about and do i say yes or no!
