Technical Serious advice needed Fiat Cinquecento Sporting P Reg

Please can someone advise me with my car. I am completely new to this site and I am not mechanically minded at all. I have recently purchased a P reg Cinquecento Sporting. My car tends to lose revs when I'm driving it and it's getting nosier to drive. It also smells of fuel quite a bit. My gears, especially 5th tends to be a bit sticky and my handbrake needs tightening. I have purchased a new fuel filter but I'm not to sure how to fit it, is it under the back seat? I'm not to sure if this is the problem or not! I'd be really greatful if someone could advise me how to sort this problem out. Many Thanks

right tackle one problem at a time

do you have any way of uploading a video of the engine running?
what kind of noise is the engine making?
and does it make the noise on tick over?

ok where to start

check oil level, as in both engine and gearbox, when was it last serviced?

fuel filter is under the car next to the sill, past the rear of the door (cant remember which side it is on)

the handbrake problem will more then likely be sticking actuators (cable pulls this to move shoes), put some new shoes on it and grease up the actuators that should sort that out

as for the revs it could be the fuel filter along with some other things (air filter, partly blocked pipe)

P reg fuel filter will be under the middle of the car.

If no service history, major service would be the first point of call.
