Technical Right had drive 57 plate OBD2 port

Hi I have located to ODB2 port on the top of the fuse box which is bad enough to get to taking the glove box out but there is a metal box around the fuse box that looks rived on and the ODB2 socket is behind that.

Do i really need to drill the rivets out to get to the socket, this seems bizarre even for Fiat?
