So today I came from shopping and someone had bumped into my rear bumping causing the reverse light to break and also caused the chrome insert in the bumper to crack.

My local fiat dealer have ordered both the light unit and chrome insert. Does anyone have a clue how I can do the repair myself. Is it even something I can do at home or does the whole bumper need to come out?

The chrome fillet will either be glued on (self-sided adhesive pads) and/or clipped on. If you can see slots in the bumper through the hole in yours, then the trim is clipped in. Alternatively, wait for the new part to arrive and you'll be able to see.

The reversing light is probably screwed in to a bonded in plastic support (just guessing). You may be able to access it from behind.. but otherwise it's a bumper off job.

Removing the bumper is fiendishly simple though.. the few bolts that are visible when you open the bonnet, another 2-4 underneath and there may be screws holding the rear wheel arch liners to the bumper. You can track it down just by following the perimeter of the bumper.

If its the reversing light surely its the BACK bumper so not accessed from the bonnet?
 
Arm yourelf with some Speedy Fix plastic repair glue. Its two part and available on eBay. You may be just able to get the reversing light out from under the bumper. The Panda lights have a few cross head screws into a lug on the bumper. If the lug is broken Speedy fix can repair it if you have the bits. Bumper removal should be easy, a few screws and a good pull. Have a blanket or quilt to rest the bumper on after removal. Unplug the lights and remove bulb holders iorst as wiring may not reach enough to lay the bumper down after removal
