How did you unscrew it? and what's the problem now?
I want to change original screws with new stainless steel screws. But the problem is that you have no chance to screw old screws back. So I have to use bigger screws, So, I wonder how are they originally tightened.
With the foot-rest removed, can you see the thread through the hole?
I don't know. I have to remove other two screws.
If the former, it may be there was a loose nut which you have now lost
If its the latter, then you may have a tuft of carpet or something blocking the thread on a captive nut. The solution to this might be to take the other two screws out. However, if its the loose nut problem, then it will only make matters worse, and it will likely be a "carpet (partially)out" job.

Is it big problem to remove carpet out?
To remove it fully, yes. However, you may get away with just removing the plastic trim over the door sill, and lift the corner of the carpet.
