According to section 1.4 of the testers handbook: "information"
DirDirection indicator ‘tell tales’
may be audible or
visual."
But the requirement is :

" the driver’s ‘tell tale’ warning device for presence and operation"
With a reason for failure :
"‘tell tale’ missing or inoperative "
It would not be unreasonable (in my opinion) for the tester to insist that a tell tale light that was originally fitted should be working regardless of a working audible tell tale unless it was very loud i.e. not just a relay ticking.
