File is corrupt?

Try downloading it on someone elses machine and see if it works. if not then its the file. If it does then your computer most likely has some software running in the background that is causing grief.

I have a file I cannot delete or move and Windows Recovery Console will not let me change folders for some reason.

I recommened booting in DOS mode via a Windows 98 Boot Disk and try deleting/moving/renaming it that way.

If it does any of the above then there is something running in Windows preventing you.

i can delete it if i choose to, but not through windows, have to load up my torrent proggy and delete through there

think you need to sort out your ports ghost as im sitting over 200kb/sec on this one.
IIRC you didnt get good speeds on another torrent we were both leeching?
