General Plug in on grill

My 2012 Fiat 500 C has a plug in on the front attached to the grill. And also a pin, like the ones they use to hold down the hoods on race cars. Does anyone know what they are. I tried to google them but no results. I also never saw another Fiat 500 with those attached. Thanks !

Tow eyelet is under the grill on the 'off side'.
Metal eyelet screws in.

I can only guess but maybe the plug could be for a CTEK battery conditioning charger. Some people fit these if the car stands for long periods without use.

I would imagine if it were a block heater that the OP lives in a part of the US that's cold and would be able to identify a block heater easily, but it could be I guess
