These filters use sticky oil to trap dirt and actually filter better when they are dirty. Bigger holes flow more air, but bigger holes let bigger dirt into the engine.

In F1 this hardly matters as they replace the engines so often. In a road car I'm not convinced the benefits outweigh the costs.
 
You just put them in the stock airbox, just as if you were replacing the standard air filter. I think the mk2b has that daft system that consists of about 13 screws to get at, rather than the three quick-release clips as fitted to the Punto mk1 and Uno mk2.
 
If you have to pick one or the other, go for the K&N panel. K&N have negotiated with manufacturers to get OEM certification. As it conforms to OEM specification, you do not need to declare it.

According to EU directives a replacement part that is within the 15% margin of of the specified data for the original part is acceptable for fitting without the need of declaration unless it is of a different design.

BMC panel filters are for the Abarth Esse Esse a OE part.

The OE certification is individual and never for an entire range of products.

Green has arrangements with manufacturers too.

An airfilter replacemetn does not need any declaration.
