p0400 on vectra c 1.9jtd

have on my opel vectra c,fiat engine 1.9dth (1.9jtd)
i'ts constantly giving me the dtc code p0400-insuficient egr flow.
i have replaced the egr-valve,clean the intake,new air flow meter install,swirl flap actuators are working,map sensor is new..but still problem is present..

need help..so if you have some suggestions please contakt me.
