Technical Oil leak?

Hey all,

I took off my air box to check my engine air filter and upon inspection I found some oil on my throttle plate and it seems that both hoses are cracked (Picture 1) and one is spitting oil. Not sure if this is my PCV or not but I cant seem to find the other end. Picture 2 is what the lines connect too.

Basically what Im asking is what is this (PCV) and what is on the other end of the smaller line and should oil be flowing through it?

The hose in picture one connects to the small spigot in picture 2. Air only flows through it. You should reconnect the two but its fiddly and a lot of mechanics forget or don't know its there. The spigots routinely break because they're delicate, so be careful.

The cracked pipe isn't a big problem, you can ignore it, put tape around it, as you wish really. You've probably been driving the car like this since you bought it, so that's a good indicator of importance.

I have connected it back and nothing broke but I was only wondering because at idle there appears to be a bit of a shake at idle and I thought it might be because of this. Also there appears to be oil coming from there so whats the deal with that?
 
The shake at idle isn't connected to this pipe for certain, but unfortunatly that shake can be caused by many other things, so I can't help with any certainty.

There's usually a bit of oil in and around the airbox and the breather pipes, its nothing to care about, oil vapour condenses there in small amounts and collects. You can ignore it.
