obd2 scanner not reading

I have a 2012 500 pop with 79,300 miles. I had to get a smog check but it wouldn't pass because the obd2 says 'not ready.' I was told to drive...do this...do that....all is done and the code reader still says not ready and incomplete. Any ideas why the obd2 system is not working

Hi. Does the OBD work on other functions?

Rather than a TOTAL failure to connect?

Quite possibly lost communication with the component that is messing up the emissions..
