Technical multipa air flow

help please ,can any one tell me why and what is the ally fan shaped thing is in the air flow pipe just after the air box.if i take it out the car stalls at low revs,been told by fiat it shouldnt be ther,has anyone else got this on thers.it seems to me to restrict the air flow,but why would u need to do that,never seen one one any other car.cheers for any help info

sorry its not a fan it doesnt spin at all.its that shaped but just sits ther,thers no tube thet it sits in its just pushed into the air hose.thanks for help
