My mate broke my seatbelt, i rang fiat and 'we dont stock parts for such an old vehicle' (though they should stock parts for at least 20 years from production LIKE FORD) and i dont know where to get one? i DO NOT want a second hand one!

The stuff about Ford is a myth. They'll stock some lines, but by no means all. Don't even have rear clusters for a P100 (although they're still on the 'pooter), had to get pattern ones.
Try Fluff at eurocarcare (google will find). Or contact a UK seat belt manufacturer.
But I don't understand why you won't fit a s/h one. The one in your car was obviously very second hand.............

Ford only ensure parts availabillity up to 7 years from the end of manufacture of that perticular model, if fiat follow a similar rule this puts the mk2 punto at about 12 years since end of manufacture so well outside of this and then some
