On a 'V' Mark 1 punto Are the heater dials (your hot/cold, 1/2/3,screen/body/feet ) ment to light up when you have your lights on?

Yes they are supposed to light up when the lights are on.
Hi, I take it you mean these controls here?
the whole panel is supposed to light up... if its not then probably a blown bulb or 2. Ive pulled the dash out of a punto and had to change the heater box loom, and know behind the heater controls there is 4 bulbs.
