i want to get rid of the lap middle rear seat belt and get a diagonal belt fitted instead. can you tell me can this be done and where can i get it done? it is a safety issue

Th way i see it as long as you can mount a bracket high enough for the belt to run from and with that being fastened very securely Then yes.
The belt reel could be bolted into the boot floor space behind the seat then run up the back of the seat, A small recatangle might be needed to be cut into the parcel shelf to allow it to feed through, and a box around the actual belt in the rear to prevent anything from snagging on the belt,
I thought about doing this in my bravo as i really hate the middle belts,
In mine i figured welding a steel mounting piece onto the bar that goes across the rear of the seats and also screwing it to the rear of the seats with the hoop from the front drivers/passenger belt fastened on the end just between the headrest and seat.

Any DIY retrofitting of a seatbelt could result in it being more dangerous than the lap belt already there.
Sy, I would recomend you don't even think about welding anything to that metal bar, in a crash that won't stand a chance.
Apart from mounting the new seatbelt to the roof of the car (which is not strong enough anyway) the only other way would be to have a bar welded in place behind the rear seats.
Bolting the shoulder strap to the floor of the boot is not suitable either. The angle would be such as to crush the occupants collar bone in an accident, assuming it did not just tear out of the boot floor.

No, it wouldn't be the same as the front.
If you have a belt that goes up and over your shoulder and then down to be secured BELOW the level of your shoulder (ie no top mounting like the front belts and side rear belts) then when you crash and your body is flung forwards, there is nothing stopping the belt crushing you.
You MUST have a mounting AT or ABOVE shoulder level.
You see cars with harnesses secured to the floor where the rear seats were. This is NOT safe. The straps are pulling down on your shoulders and if you have an impact the force on your body will be directed downwards through you.

The idea was to have it fixed to the boot floor over the rear seat through a loop LIKE the front seatbelts,

Ok, just as long as the loop is well secured
Really nowhere to put it though! The cars with 3 point belts in the middle have MUCH stronger rear seats and no doubt yours is held in with electrical tape like all the other bravos
