Possibly but not really worth the time and money involved...amount of work varies depending on which model punto you are talking about....e.g. an SPI model like a mk1 60 would probably need more work than a MPI model. DavetheTrike would be the best person to ask.
dont see the point in doing that mate. why bother swaping the 16v head onto an 8v block if 1, dont think they mate up anyway 2, will need the ecu from the doner car or standalone ecu 3, as Tris Harris said above ^ will cost more to insure and 4, why not just get a 16v instead. would be much easier.
IIRC LanciaMad was considering doing it but decided against it in the end as you would need to change the whole wiring loom over, which is a LOT of hassle
16v Puntos are everywhere, if your car is modded then just buy a car thats the same colour (if the bodywork is modded) and swap the mods over
I can confirm this. They only way to do it is to use an aftermarket ecu like dta or megasquirt. (not for the faint hearted.)

it would be treated just like a 16v if it was an 8v to 16v conversion. any insurance company worth going with would treat it as a factory 16v.
