I dont see why they are needed on anything other than main beam so in town they would never (hardly ever) be used. Although you can get HID conversion kits they are illegal to use because of dazzle from halogen lamp units that are unsuitable for HID.

Another issue is all the daytime lights that make already big and visible cars even more dominating so walkers, cyclists and bikers become invisible.

old men are like rabbits they tend to stare at other peoples headlights for too long, no wonder they get dazzled.
bigger problem londeners should be worrying about is people with no lights, seems loads of people there dont put lights on until its pitch black and then only put side lights on

Theres too many numptys here putting hids in reflector lamps. One example that springs to mind is a pug 406 with at least 8000k hids, truly blinding. Worse is a mk2b knocking round the local town/tramps gathering area with practically purple dipped beams. I dont know how people get away with that

No lights or sides when driving? Locals staggering home from the pub on the wrong side of he road at 2am in farmers clothing is even more sinister (n)

Not just old men. this has been a problem for year, people have known that your eyes tend to be drawn towards bright lights.
My instructor was ex-police driver & he warned me about the problem, saying the best thing is to not look away (per se) but to force yourself to watch the road & try to concentrate on what's going on in your own headlights

hew 4x4 with them are the worst, they should be banned first

I agree, I don't find it too much of a problem as my car is higher up but for the majority of cars that are lower to the road, the dipped beam off a 4x4 comes straight in through the rear window.
I always thought construction rules had all standard lighting between a min and max distance from the ground?
