if you take it to fiat, they can hook it up to a machine and tell you whether or not the power steering is knackered, plus they can tell you if you have any other problems with the car

and from reading other articles, I dont think the first run of seicentos came with power steering, mine has wihich is a '99 V, so maybe it was an optional extra
