General hi and help!!

Hi I'm newbie - so probably posting in completely the wrong place. LOL. I have a 2000 Ulysse 16v Petrol, which sometimes starts and sometimes doesn't. When it doesn't I can't hear the fuel pump kick in, so automatically I think its that, however the air con display isn't on and the fan doesn't work. When it does start I can hear the fuel pump and the air con display and fan works - Strange!! Are the 2 electrics linked? Any ideas - where is the fuel pump relay? Its not shown in the handbook - any ideas welcome please help.
