Technical Help - Interier Heating Problem

Hi guys,

Just a quick question regardin my 99Punto, (the older model). My interier heating only comes on when i switch it to 3 (the highest). There isnt any movement at 1 or 2. Do you know what may be causing this? the radiator, resistors, or even the button itself?
