Technical Heater

Hi guys. I have 01 Ulysee petrol. No heat in the car but both matrix pipes are hot, any idea if this is control valve, matrix or what??? Digital temperature setting goes up but not bconvinced it is telling heater valve what to do. Thought I'd see if anyone had encountered similar before I go digging in wrong direction! Thanks

I think it's an air blending system rather than a water valve one. The relevant flap/s must be before the matrix, after the cabin air intake?
